On the morning of September 12, 2025, Eastern International University (EIU) signed a Memorandum of Understanding (MOU) with the General Sciences Library of Ho Chi Minh City. This important event marks a new milestone in the partnership between the two institutions, aiming to better support teaching, research, and community service activities.
The signing ceremony was attended by the Board of Directors and faculty members of General Sciences Library of Ho Chi Minh City; the University Council and Board of President of EIU; the leadership and staff of EIU Library; as well as leaders of EIU’s schools, departments, offices, and centers.

The General Sciences Library of Ho Chi Minh City is one of the country’s leading reading culture centers, with a history of more than 150 years closely tied to the development of Saigon – Ho Chi Minh City. It houses millions of books, many rare and unique documents, and has digitized more than 4 million pages of materials for research and preservation purposes. Beyond being a repository of knowledge, the library also regularly organizes exhibitions, cultural events, and academic programs, contributing to the promotion of learning and research within the community.
The EIU Library is one of the university’s key academic highlights. With the mission “Advance Knowledge, Serve the Community”, the library not only meets the learning, teaching, and research needs of faculty and students but also opens its doors to the public. Each year, the library welcomes nearly 200,000 visitors, including a large number of community members. EIU is also developing a Green – Modern – Smart Library model, applying advanced technologies to provide an optimal user experience, in line with the development trends of university libraries worldwide.
Eastern International University Signs Partnership with General Sciences Library of Ho Chi Minh City
In this context, the signing of the cooperation agreement between EIU and General Sciences Library of HCMC marks a strategic step toward expanding access to knowledge. Under the agreement, both parties will share and effectively leverage information resources, implement an interlibrary loan service, and create favorable conditions for faculty, staff, students, and the wider community to access the rich collections of both institutions. At the same time, regular training programs, guidance sessions, skill-based courses, and academic seminars will be organized to enhance information literacy and promote a strong reading culture.
A notable highlight of the agreement is the commitment to cooperate in applying modern library technologies, developing smart management solutions, and improving service quality. Both sides will also support and share facilities and equipment to facilitate joint activities. In addition, the agreement places special emphasis on community engagement, particularly for youth and children, with the goal of nurturing reading habits, knowledge, and skills from an early age.
The signing ceremony not only reaffirms the vital role of libraries in spreading knowledge but also opens up opportunities for EIU and General Sciences Library of HCMC to join hands in advancing education and community development. Through this partnership, the quality of teaching and research will be enhanced, the culture of reading will be further promoted, and the bond between the university, libraries, and the community will grow even stronger.
Eastern International University Presents a Souvenir to General Sciences Library of Ho Chi Minh City
At the event, Mr. Le Ngoc Han – Director of the General Sciences Library of Ho Chi Minh City – expressed his deep impression of the modern facilities and the green, smart academic space of the EIU Library. He affirmed that it is an ideal environment for students, faculty, and the community to access knowledge. At the same time, he expressed his hope that the cooperation between the two institutions will soon be implemented through concrete activities, delivering practical benefits, enhancing reader services, and further promoting a strong reading culture within the community.
